When Ness (Robert Stack) and company learn that a large shipment of opium has been smuggled into the U.S., they work to track its whereabouts before it can hit the streets.

In the meantime, drug kingpin Phil Melnick (Lou Polan) must find a way to sell it, knowing Ness is already on his trail. Enter Johnny Lubin (James MacArthur), a young man not yet 21 who already owns 15 speakeasies and has a hand in countless other illegal enterprises. He's been on the streets since he was 8 and it shows.

Tough, cold-hearted, calculating, and shrewd, Johnny first convinces Art Rio (Ned Glass) to take him to Melnick's secret location, then proceeds to shoot him without a hint of remorse precisely because the man took him to Melnick.

He and Melnick quickly work out a deal and now it's up to Johnny to keep Ness in the dark until the opium can be sold. Will he succeed or will he finally meet his match in the redoubtable Eliot Ness?
